The Moreton Say Parish Plan

Five major action themes have been identified as a result of the extensive consultation process that was carried out in the Parish 2007 - 2008. The results of the questionnaire that was sent to every household in the Parish were analysed by Gemma Robinson, the Community Regeneration Officer for the Community Council of Shropshire in June 2008, and the Parish Plan detailed below grew out of this analysis. Every household in the Parish should receive a hard-copy of this plan. If you have not received one, please email webmaster@moretonsay.org.

One significant comment from the consultation process captures the general feeling, "the parish needs to come alive". Improvement in the level of future community participation should be regarded as the key performance measure.

Communications There was a strongly held desire to receive more information about the action of the Parish Council (81%) and that a regular Parish Council newsletter would be an important addition (66%) - 57% of the respondents do not know who the Parish Councillors are!!  There was also support for setting up a Parish Website (41%) and providing a Welcome Pack for new residents (47%).  It was recognised that the church magazine is currently an important means of communication across the Parish and is widely supported (49%). To develop new communication channels across the Parish in order to improve access to Parish Council news, general information about local businesses and services and details of activities and entertainment available within the Parish. To construct a Parish website (www.moretonsay.org) as the principle vehicle for improved communications. This will include a regular Parish Council newsletter, plus information about planning issues, as well as a list of all existing clubs and activities in the Parish together with a brief description of what they offer, when they meet and contact details.  In addition, a Welcome Pack will be produced which will be available, on request, in hard copy to both new and existing residents. Communication Group lead by Geoff Turner (01630 638626) and Charlotte Hollins (01630 630696) plus additional volunteers.  Overall coordination will be through the Parish Plan Steering Group. Website to be live by May 1, 2009 and Welcome Pack to be available by September 1, 2009.
Clive Hall The Clive Hall is seen as an important but greatly underutilised Parish asset.  A large majority of respondents (91%) are prepared (at least in principle) to support events in the Clive Hall but there was a general lack of knowledge about the available facilities and how to access them (52% do not know what is available. To investigate ways of improving the utilisation of the Clive Hall and to implement improvements to the organisation and promotion of the hall across the Parish.  To further develop the physical structure and available facilities. To meet with the current management group and to jointly review the operating policies and strategies for promoting and renting the Hall.  To identify requirements for refurbishing and modernising the structure and facilities, obtaining grant funding to carry out the improvements and to project manage the improvement activity. Clive Hall Group lead by Josie Davies (01630 652652) plus additional volunteers.  Overall coordination will be through the Parish Plan Steering Group. Improvement plan to be available by July 1, 2009.
Community Activities The questionnaire revealed a concern that there was little in the way of community spirit in the Parish and that the "Parish needs to come alive".  There was strong support for the Parish to introduce arts and entertainment activities (concerts and cinemas), porting activities (tennis, keep fit and rambling), young persons activities (tennis and guides / brownies) and other activities such as gardening, computing and history.  There was great enthusiasm for the village barbeque / picnic which was regarded as the most important community activity in the Parish by 71% of respondents. To explore the feasibility of establishing new activities and entertainment within the Parish in order to improve the overall level of community participation and to make the Parish come alive through the utilisation of resources and talents that are available within the Parish.  To build on the strong support for the village barbeque / picnic and ensure that this becomes an even stronger event in the future. Establish a list of all clubs and activities within the Parish together with a descriptio of what they offer, where they meet and contact details and to publish this information on the website and in the Welcome Pack.  Also, to focus on potential new activities, in particular those that may be accommodated within a refurbished Clive Hall (e.g. Cinemas - "Flicks in the Sticks" - and computing), to seek ways to make better use of existing tennis, snooker and bowls facilities by improving access and to introduce an annual Flower and Produce Show.  To work through the Millennium Pool Trustees to develop the village barbeque / picnic so that it becomes a more inclusive event. Community Activities Group led by Jo Turner (01630 638626) and Richar Harrison (01630 638214)  plus additional volunteers.  Overall coordination will be through the Parish Plan Steering Group. Information on existing activities to be available by May 1, 2009 and a new program of potential activities to be produced by September 1, 2009.
Roads & Pathways The questionnaire highlighted a lot of concern about road safety and road maintenance across the Parish - specific issues were speeding traffic, inadequate road maintenance, lack of passing places, poor road drainage and lack of parking at the school.  Although not included in the questionnaire, mud on the roads was mentioned regularly in the comments sections.  85% of respondents would support a lower speed limit and 56% are in favour of introducing traffic calming measures.  With regard to footpaths, 39% use them regulaly and 47% want more information to be made available. To address concerns that have been raised about road safety and road maintenance and to improve access to, and information about, footpaths within the Parish. To draw up a plan to tackle the specific concerns - speeding traffic, mud on roads, road maintenance, road drainage, passing places - that have been identified by working closely with Shropshire County Council Highways Department and Police, as appropriate.  To investigate and obtain funding for improved parking facilities outside Moreton Say Primary School and Clive Hall.  To publish details of all footpaths within the Parish on the website. Parish Council to designate a council member (John Davies - 01630 638279) plus additional volunteers to take responsibility fo Roads and Pathways.  Actions to be coordinate through the Parish Council. Improvement plan to be available by September 1, 2009, including decision on additional parking facilities. Parish footpaths map to be available by June 1, 2009.
Security & Policing Although the majority of respondents indicated that there was no problem with security ot drugs in the Parish, a significant minority expressed concerns (41% security and 27% drugs) and wanted to see increased levels of policing (61%).  There was strong support for a neighbourhood watch scheme (89%). To explore ways to increase levels of policing across the Parish with respect to security, petty vandalism and drugs and also to investigate the feasibility of establishing a Neighbourhood Watch Scheme. To initiate regular meetings with the Police authorities in order to raise the level of local Polic presence and to obtain reliable information about the current situation.  Also, to obtain information regarding Neighbourhood Watch Schemes in other communities and to access funding to implement such schemes. Parish Council to designate a council member (Denise Shaw - 01630 638478) plus additional volunteers to take resonsibility for Security and Policing.  Actions to be coordinated through the Parish Council. Improvement plan to be available by September 1, 2009.
